Community Learning and Development Upskilling Programme

Set within the context of Skills for Scotland: a lifelong skills strategy, the Scottish Government has identified priority areas for personal development and an ongoing need to bolster the skills of the community learning and development (CLD) workforce for a smarter Scotland.

The three priorities for action are:

  • Facilitate learner journeys through the use of the SCQF and outcome-focused recognition of learning
  • Target and work with the most disadvantaged learners
  • Lead and manage in collaborative contexts

The 2009 report by Blake Stevenson, Scoping Exercise for a Programme to Upskill the CLD Workforce: Key findings, has informed the planning of the programme. The required competencies of the CLD workforce have also been refreshed. The Upskilling Programme aims to work with practitioners to:

  • Understand the community / environment in which we work
  • Build and maintain relationships with individuals and groups
  • Provide learning and development opportunities in a range of contexts
  • Facilitate and promote community empowerment
  • Plan, organise and manage resources
  • Develop and support collaborative working
  • The creation of a CLD workforce development strategy will support practitioners, local planning and delivery.

LLUK Scotland have been chosen to manage delivery of the project and, as well as investigating current approaches to training and development, we will provide an analysis of existing approaches and highlight any gaps where resources should be focused. It will also be important to capture the difference the Upskilling Programme has made to the CLD workforce.

A grant of £950,000 has been awarded by the Scottish Government for LLUK to ensure the appropriate resources, tools and accredited courses are in place for present and future generations of CLD staff.
