Train to Gain

Lifelong Learning UK (LLUK) is the independent employer-led sector skills council representing the interests of the 1 million+ individuals working in the lifelong learning sector.

LLUK is not involved in delivering brokerage services as many of our employers are 'Train to Gain' providers. LLUK is involved, however, with the development of the Business Support Standards, which are part of the National Common Standards Framework for Business Support and Brokerage, and are being developed for, among others, the skills brokers who provide the 'Train to Gain' service.
 
Since 'Train to Gain' is a large, government-led programme, LLUK is interested in the impact of this programme on lifelong learning employers in England, particularly those providing 'Train to Gain' contracts, and will be considering this when implementing our Sector Skills Agreement and other workforce development activity.

The lifelong learning sector in England is moving from a supply-led to a demand-led system, which will have a significant impact on employers and learners in the sector. 'Train to Gain' features as a key programme in the wide-ranging Leitch review of skills (HM Treasury, 2006) and LLUK is working with employers to respond to policy consultations and to influence governments as they implement the recommendations of the review.
